As long as the child scores above 50th percentile in math and reading/writing/English. Even scores above 40th percentile should probably be acceptable.
Children who score over 75th percentile should have the parent/teacher get 75%.
This should be rolled out now and tried for 5 years. With the 25%-40% saved the government could set up bi-yearly testing to be held at schools or other local government offices. This should have been the case for a long time, but it really makes sense now. Why not save the tax money? Why not encourage 2 parent households and help them out? Why not give parents the choice? The money would do more to stimulate the economy this way. Putting a curriculum with reasonable explanation online costs very, very little, and parents with degrees could choose how closely to follow.
If a child falls under 30th percentile then compulsory reentry into school could be implemented.
