Killing cartel members and their operational areas, infrastructure, etc?
I have nothing against killing some cartel members, but they are just cogs in the drug machinery. One third of the the time they are killing themselves (multiple factions in the same cartel), another third of the time they are fighting another cartel (gotta crush competition) and the rest of the time they are terrorizing the unwilling part of the machinery. Who plants, who processes and who control the logistics (internal and external) are generally different people/sectors. When you kill a member in any sector, another one just slide in and keep it running. It is a beast on its own.

The infrastructure... the plantations and the "processing centers" are in middle of the amazon forest (different parts), sure you can bomb a few of them, it'll delay their business, but you cant end all of them unless you make a full time time invasion and permanent occupation. And even then a new cartel you pop up in another country because there's always demand.
So the easiest thing is to catch a few who's trying to get to the country. I dont have the numbers, but I would bet that are shipments almost on a weekly basis. So it's more of a good marketing ploy to show a nice catch for pics, it's also good to give a little monetary strain for the local drug business.

BTW, nothing to do with this administration, every administration does that on most of countries, nothing changes and the beast keep growing
 
Will this be like when she arrested the leader of the Ms-13 on the east coast, threw a big todo, and then quietly released him a few weeks later, as maybe not the guy?
