For me Pacquiao is placed as no.1 and also higher in the all time greats list. He's done what Mayweather has done but with a much better resume! that's what separates him imo. Two totally different type of fighters but both have displayed amazing boxing skills and dominating performances.
Pacquiao has fought the best of the best and two of his losses were really early in his career when he was just destined to be another boxer on the records and just a small timer. Where as Mayweather had his plan in place to become a top level contender from the beginning. Pacquiao's other loss was a close bout with another legend in Morales (another of my all time favourites) but he avenged that comfortably. Stopping legends like Morales and Barrera (even though they were end of their primes) is a great feat.
I just think Pacquiao has took more risks and fought better opponents and should be given respect for that. You can use the the JMM fights as an example where he had met his match but he did put him down and also edged the fights imo. Mayweather fought him at the wrong weight and Pacquiao dismantled Hatton (at his best weight) and De La Hoya (although he was drained) in much more convincing fashion than Mayweather. For me Mayweather took some of the easier fights to world titles through the divisions when comparing to Manny.
I rate both as all time greats but I would put Pacquiao ahead of Mayweather in my rankings based on their resume.
