Why are people assuming jones is juicing when his ratio is not above normal?

27yo LHW GOAT in his physical prime suddenly finds himself with a T:E ratio of 0.19:1 when it should be at least 5 times higher.
Someone give me an plausible explanation that doesn't involve heavy juicing and I'll take it. But right now it doesn't look good.
