Not being able to post in OT forums/Belt Color/Avatar

I can't create new topics in the OT forums. All other forums work fine. Also at which point can I upload a picture as my avatar and go up in belt color? What dictates that? I am a new user, sorry if this is answered somewhere else.

I read the FAQ, I see how belts work as well as avatar pictures. But still don't know how to post in OT forums
