I doubt that. Can't imagine american cops around the nation not dealing with situations like this on a daily basis. Might work differently in bad neighborhoods, but relatively peaceful interactions are likely the norm rather than the exception.
 
Norway has a national police force, which means basic training is standardised. Recruits undergo a three year Bachelor's Degree course. In 2009, there were 1990 applicants. Only 432 were accepted.

The first and third year take place at the Norwegian Police University Training Collage. The second year is spent in the field. Norwegian police are divided into five levels, of which four are authorised to carry firearms. Norwegian police do not carry weapons on patrol; handguns, carbines etc are in lock boxes fitted in every patrol car. Authorisation from a senior officer is required for patrol officers to draw weapons. Norwegian police do not use tasers.

Once they graduate, officers must complete a minimum of 40 hours training per year to remain operational. This varies according to the area; Oslo, for example, requires officers stationed there to complete 80 hours of training per year. Elite units, for example VIP close protection, Emergency Services etc, require higher training commitments.

That makes complete sense, in the US police academy training is like 4-6 months. It takes longer to get your cosmetology license. That's part of the reason we have so many violent mouth breathers in our police forces, they don't weed out the weak and sociopathic. Of course over here they would have to be given more leeway because of how violent this country is in general, but required training, much higher standards, and real oversight would go a long long way towards real reform.

I suspect one of the major problems is the sheer size of America and the number of police forces, which must run into hundreds. From huge mega city PD's like the LAPD and NYPD, to small towns where the police or sheriff's department is barely into double figures. This makes it impossible to standardise training, which is essential to raise standards across the board.

To set up a truly nationwide American Police Force would take years and cost Billions. You'd probably end up with more cops than soldiers.

Correct, federal police would be a horrible idea in this country. State controlled and state mandated standards would work though, this country is set up like that anyway.
