The ref ends the fight. Herb Dean didn't call it and Bisping was able to answer the bell for the next round.

for it to be a knockout i believe you have to be knocked out

he was saved by anderson not jumping on him and the bell going half a second after it happened

and the fact Bisping won round 4 shows herb actually made the right call
