There could be a few explanations for this but I'm thinking objectively to come up with the most plausible one.
Holm turned down the Cyborg fight because she was obviously receiving good news from the UFC about a possible title shot, whether or not Tate knew that they were in talks remains to be seen but I personally believe that she did know.
There's no way to spin this where you change the FACTS, Nunes is a far easier fight for Tate than Holm, Tate was probably very confident of beating Nunes due to her 5 minute gas tank, nothing wrong with that I suppose.
I've been looking through the MMA community on twitter and most people tend to share my beliefs, Tate was much more confident in beating Nunes than she was of being able to beat Holm in a rematch.
Holm got finished brutally in a boxing match and avenged the loss in her very next fight, Miesha knows this.
My problem is, Holm campaigned for Tate specifically because Tate was the toughest challenge other than Rousey who Holm already slaughtered, Tate did not do the same, she could have even asked for Zingano to try and avenge a loss, sure Zingano is coming off a loss but it was to Ronda who took care of Tate twice with no problems, let us not forget Zingano has stoppage wins over Nunes AND Tate, why does she not want to get that L back?
Whether Holm deserves it or not is irrelevant, the fight game isn't about what you deserve.
EDIT: another reason Tate said no to Holm could be that she knows Holm is popular to the casual fans and Tate is going to get paid a decent amount of money for UFC 200, Holm vs. Tate II could create another payday for her down the line.
