Tyler Durden but even he would admit the end result would be clustered tribes that would eventually form small city-states that would turn into nations.

A lot of villains whose motivations look like anarchy are more like pressing the reset button on this corrupt iteration of civilization.

Anarchy may (temporarily) result, but that's not really the main goal, as much as ushering in a new world order.

I'm trying to think of one right now besides the Joker who really wanted anarchy for its own sake.
