NAC 467.728 If a combatant fails or refuses to resume competing when the bell sounds...the referee shall award a decision of TKO

In boxing it works like this:
[YT]watch?v=T08rzEhjmJM[/YT]

First the whistle means that the cornermen should leave the ring, and then the bell signals the start of the round.

In MMA there is no bell:
[YT]watch?v=uAiNuOhvY1A[/YT]
[YT]watch?v=FzySZK0zGVw[/YT]
[YT]watch?v=tv8BXYRugp8[/YT]
[YT]watch?v=wdBRa1lz1Ss[/YT]
[YT]watch?v=uORoWtF99Qk[/YT]

As you can see in MMA there is a whistle but there is no bell, the referee is always the one who marks the start of the round. Had Romero failed to answer to Big John

regardless of the non-existent bell, that rule is meant for fighters who are physically unable to continue fighting or for fighters who choose not to continue to fight. Romero and his corner were either legitimately confused by the whole vaseline debacle or trying to play the game and gain extra time to rest. in neither situation was Romero unable to continue fighting nor was he choosing not to continue to fight.

Imagine it was a fighter well liked, not one hated like Kennedy.

Sherdog would be calling for Yoel's win to be overturned.

If there is no bell in MMA then Kennedy's tweet makes no sense

I think a significant portion of people are. Do I think Yoel or his corner acted in bad faith? Yes. Do I think there is enough evidence, or that it had a significant enough impact to change the outcome? Not really.
