His voice definitely changed trough the years. Not sure if drugs had anything to do with it.
 
I just watched a recent clip of him and one of his earliest in the UFC. They sound virtually identical.
 
Everyone'S voice changes as they get older. How much depends on genetics, and your lifestyle (alcohol, smoking and in Goldberg#s case a job as a commentator).
Rogan's voice has changed even more he sounded like a 12 year old in the early UFCs but he also chain smokes weed
