Accept that two different things could be happening?

1. There was a verbal conversation that took place about where the money would go. Conor later wanted to see a written plan (this would be completely normal) about how and where the money would be spent.
2. Conor is just a piece of shit and backing out of giving money to DP's foundation without any reason.

Either one could easily be what's happening here.
