So here is the 2nd part of my 2019 amateur scouting report, and this time the light heavyweights.

A quick recap of the rules i go by. Fighters are only eligible to be included if they pass ALL 3 rules.
1) All fighters must have fought at least once in the year 2018 - Inactive fighters are not included
2) Fighters must have at least 3 amateur fights
3) An age limit of 26 years old is in effect – fighters aged 27 & older will not be included
