Yes I do agree with that. But if you think that anything is changing in these banlieues without the stick part, you are strongly mislead, as anyone who knows France a bit knows. These are toxic areas with a rotten culture and you could invest whatever billions you want in there and with the best of goodwill, the street gangs will turn that into shit.
