For longest tenured overall in UFC including other promotions, the answer is Belfort who first fought in the UFC at UFC 12 before going back and forth between Pride, Strikeforce, Affliction, etc.
If Matt Serra is still under contract, he's the only one that comes to mind who has been around longer (debuted at UFC 31) without fighting outside of the UFC. AFAIK he is still under contract and "semi-retired." Not sure if this really counts since he hasn't fought since UFC 119
