Maybe not "leeches" per se, but what about people that work for the government until they're able to retire. Then they retire and come back to work for the same government as a "consultant" or whatever, and essentially get paid twice (i.e. double dipping)?

I have encountered many of these. It's fucking infuriating. One example, guy was well paid bureaucrat within a board in the city of Toronto making around 120k/yr. Retires, earning a pension of around $75k, then gets hired as a consultant to do the same job he just retired from.
