Well actually it might depend on if someone/country has ownership of it, and then it might just be something they won't prioritize but they would probably stop any outsider doing research.

Wrong pole and they have drilled there. Unless there is some volcanic activity, it's unlikely that there is anything down there as it's been covered in ice for thousands of years. No form of energy to live on.

They had so much trouble drilling there that the thoughts of boring through the ice on moons of other planets seems to be a pipe dream.

this drilling issue is why so much of Russia's oil is still in the ground rather than being sold. It's just too expensive an operation (currently) while there's so much ice and frozen ... I want to say tundra.
