Judo rules currently does'nt allow guillotines, its viewed as a neck crank, they even dont strictly allow RNC if the hand is turned so that the palm is against the back of their head as this is also viewed as a neck crank.

you might want to double check on the gullotine part, I've seen it in some tournaments. All you have to do is grab the arm and neck for a choke. You can NOT just grab the neck but grabbing the arm with it is fine.

This was the ruling I got from the referee who's one of the coaches at my club, so I'd probably avoid using it just in case, getting kicked from the tourny for trying a guillotine would suck.
