I can't really say without knowing how Jones would look at HW and how much of his style would translate. On paper Stipe has some of the things to give Jones trouble: strength, reach, solid wrestling, good boxing. But I don't know if that would be enough in practice, especially if Jones throws in plenty of his kicks which he is light years better at implementing into his standup than Stipe is. I feel like Jones has a better mastery of the clinch and hand-fighting, too. But if Stipe manages to keep it in the pocket and win those boxing exchanges without playing Jon's game... it's certainly conceivable that he could win.
It doesn’t matter because “Humbled Ngannou” is going to KO Stipe (im a fan of him) in rematch imo and Jon doesn’t want that smoke. He has a better chance in beating Stipe; which is the only reason why he is contemplating “going up”.
Jones isn't much of a risk-taker. Last time he took a risk taking a high-profile fight was the DC fight and we all know how that went. He had to juice up just to ensure he could win. He'd rather have a tainted legacy and be suspended for 2+ years then take a loss and that's why I'll never respect Jon as a person. Sure as a fighter, he's great, and I highly doubt he needs PED's to win, but he took them anyway, and who knows for how long or for what fights. This is why we don't see Jones risking jumping up to HW when the guy walks around as heavy as Stipe does, because fighting these big boys who hit much harder would be a risk to his record. The only reason he's making mention of Stipe now is because he's been able to see his fights vs. DC and he knows that Stipe is aging and having some medical issues, he's being less active. He thinks now is the best chance he would have to win, but is he really going to do anything? No, not at all. Jones will continue to fight guys a tier or 2 below him in a super weak LHW division until he breaks the title defense record.

It's a toss-up. Impossible to say since we don't know how the extra weight would affect Jones' style.
