Sure Jon came up at a good time with a group of faded legends to beat up but you can only wreck who they put in front of you

It's not Jon's fault Rua was off a long 3rd knee rebuild layoff or that Lyoto was on a 1-2 skid with no relevant wins in his previous 2 years or that Jackson was already deep into the Please Don't Wrestle Me phase of his career or that Vitor and Chael were 185 guys with no LHW experience for half a decade

So when was DC's fighting prime?

I would say when just got to the UFC. To me that's when he had the most youth, most skill and least damage from blows to the head. He could have easily been HW champ then if Cain wasnt around. He was also in his prime during his LHW run but I think cutting weight hurt him a lot and he wasnt as strong as he could have been. He was still great but I dont think cutting large amounts of weight in your late 30s will make you the best version of yourself.
