It it is interesting that some Sherdoggers are willing to accept test results as the absolute truth whether a fighter is natty or not, but then are not willing to accept the full investigation results

You seem to not understand the concept of guilt or innocence here.

The arbitration is a hearing to interpret whether or not they believe someone is guilty of trying to intentionally use or even neglectfully used a performance enhancing substance.
The test determines if someone is guilty of using a performance enhancing substance.

He tested positive. A bunch. He's guilty of using. He's not natty. That's indisputable. That argument is over.
The only question is whether or not he's a lifelong intentional cheat or just an idiot who keeps fucking up. Or maybe a little of column A, a little of column B.
