joels method of deloading?

for those of you who own his book. on pg98 he states 4th and 5th week is when you lower the volume as you transition to higher volume and intensity....

does that mean to cut volume down from the middle (or towards the end) of 4th week to the middle of the 5th week

and from the middle of the 5th week to 8th week is when you make the transition to increase volume and intensity??
 
He says to lower the volume on the 4th and 5th week lol, not much to think about.
 
In this case, since he's already worked out the more complicated bits of the program, he feels a 2 week deload is necessary.
