She's too big to make 135, and that's why Ronda will only fight her at 135 because she knows it can't happen. Cyborg has also been getting random tests throughout her camps and people still say she could lose weight if she got off the juice. She doesn't balloon up with fat like Ronda. She's way lean and can't lose any fat so a catch weight is the only thing possible, but that won't happen.
