The muay thai version uses a more "stiff" leg.. if that make sense? My english is not perfect :)
 
I'm not a big fan of it though I used to do it when I trained karate years ago. I used to throw it high with an instand round house kick to the body or leg.

It's just a kick where if they charge in it's easy to dump you on your ass. Though if somebody is in a side fighting stance a low hook kick can be good to set up a scissor leg take down......
 
I can't see a reason to use this kicked, unless you are gifted athletically enough to balance the risk reward.

For someone with average skill (e.g. Me) I'd say stick to the spinning back kick to the body.

Edit: The muay thai videos show making contact almost with the lower calf, this probably increases the margin for error greatly.

I wondered as much. When someone mentioned ura mawashi, i didn't think it was a spinning kick at all.

Both wheel & hook are hitting with the heel?

Heel or sole of foot. Heel hits harder, foot has a bit more reach.
