But the maximum amount allowed is $11,010; Snoop was carrying $422,820 on his person; yet they only seized $205,933?

Can someone explain the legality behind this fuzzy math?

I suspect he wasn't carrying all of it. That would be 4,228 $100 bills. Maybe they broke it down to $11,010 for each person in his entourage. 20 people @ $11,010 would be $220,200 and some might have been carrying some cash of their own.
