I disagree with the idea that JDM is handpicked, Islam would fight anyone at 170 not named Belal.

Jack has an 18 fight win streak, 8-0 in the UFC and just beat arguably the best wrestler at 170 rn. On paper it's a harder matchup for Islam than Ilia is.
