A friend of mine told me he started BJJ. I looked at his school and see a Red and Black Belt teaches there. Says he got his BB in 1978 but not from whom. Is this guy legit?

According to your link the red and black belt doesn't even live in the United States and it list a 2nd degree female as the head instructor.

The Red and black belt (according to some pages I found) visits the locations every once in a while for a seminar (he visited in the summer for a 3 hour seminar and then went back to Brazil)

Seems legit, as do the teachers he has under him. There's even some footage of him competing on youtube.

Yeah that'd be like if Royler was listed as an instructor at my school.

I've seen local Ontario gyms claim people like Damian Maia and Robert Drysdale as an instructor at their schools because they were part of the respective associations.

Not to say the gyms aren't run by legit instructors, the websites are just a little fibby as to who's really the head instructor.
