Is this entrapment? Police with a "bait" truck filled with expensive Nike shoes and left it in near a basketball in the inner city and when kids came up with tried to steal, police would come out of the woodwork to arrest the kids

Why would that be illegal? Entrapment means to encourage someone to commit a crime that they wouldn't otherwise do. It has nothing to do with providing them opportunities to commit crimes that they would willingly commit given the opportunity. I don't see why this is a hard distinction to make.

It's always illegal to take things that aren't yours. If I saw an open truck filled with goods on the side of the street my first thought isn't to steal everything out of it. It's not my shit so I would walk right by it.
