Is This An Intentional Racist Dog Whistle?

Saturday, at a rally in Pennsylvania, Donald Trump told the crowd, "Maxine Waters, a very low IQ individual, ever see her? You ever seen her?" While the previous week, at the annual Gridiron Club dinner, Trump also namechecked Waters while speaking to those in attendance saying, "She has to immediately take an IQ test."

I personally considered it absurd when some pundits suggested that Trump used the term "globalist" as code for "Jew" when referring to departing economic adviser Gary Cohn in order to send a signal of support to the anti-Semite faction within his base.

But the IQ references to Maxine Waters, an African American, truly seem suspect IMO.

Would like to get a read from others in the Room.
 
She has a very low IQ. Trump is correct. She also wears a James Brown wig.
 
How is referring to Maxine Waters as "low IQ" a racist dog whistle? Does race and IQ have some correlation? I'm not seeing the connection between her obviously low IQ and her race...

Waters is one of many democratic lawmakers who oppose Trump. Do you recall Trump ever calling any white dems "low IQ"? I do not. Though he may have done so.

Trump is not sending out dog whistles, he just has the maturity and self-control of a 3rd grader. Racists are always pleased when he makes these types of statements though, which says a lot about the way that Trump chooses to communicate. It would be great for everybody if he acted more professionally.

Are you saying Trump could be racist but might not know that in the minds of other racists black people are considered to have lower IQ than whites?

If so, I don't know how anyone could prove what he either does or does not understand about other racists.

Or are you just starting from the premise that Trump obviously isn't racist and so obviously is not using the IQ comments as a dog whistle?
 
She probably has a higher IQ than Trump, but you can say the same for others, both black and white and male and female, that Trump has used this insult on. Trump is a narcissist who thinks he has a genius-level IQ even though he's the dumbest man to ever be elected President. So in this instance I don't think it's an intentionally racist dog whistle. Trump doesn't really do dog whistles anyway, he uses human whistles which is why he was able to build up his base in the first place.

Pretty obvious to me in this context that Trump is referring strictly to Cohn's position on trade.
