Yes you do, or yes they do. The Diaz brothers slap with their palm facing the opponent, thus the fingers possibly digging into the eyes at the moment of impact.

The only way to slap without fingers towards someones face is to do a backhand slap.

The only rule change even somewhat related is that you can't walk towards your opponent with fingers outstretched towards them. But out to the sides, it should be fine.

Open handed strikes are allowed.

the Stockton Slap is more of a hooking motion, not reaching towards the opponent. It's not so much the fingers that are pointing/making contact with the face, but rather the palm.

Has anyone ever been eye poked from a slap? I've never seen it. You don't slap someone with your fingers extended toward the front of anyone's face. Open handed strikes have always been and will continue to be legal.
 
Unless I'm seriously misunderstanding the mechanics of a slap, at no point are the fingers actually extended towards the face.
