Russians and Dagestanis are different ethnically. Ones are Slavic, the other ones are Turkic. But Belorussian and Russians are the same, same as Ukranian
 
I think about 8% of people in Kyrgyzstan are ethnic Russians.

Most Dagestanis are Avars - like Khabib, not turkic, even if some turkic people live in Dagestan.

Ukrainians and Russians are related, obviously, but they're not the same. Ukraine has its own language and culture (coincidentally called Ukrainian language and Ukrainian culture).

A comparison: Swedes, Danes, and Norwegians all came from a common ancestral peoples (like Ukrainians and Russians) and yet they each are their own unique cultures, with their own languages. They are closely related and there is definitely plenty of overlap, yet they are still not the same.

No! It's a bit complicated but they speak a language which is part of the Caucasian family of languages. These languages are Georgian, Chechen, Circassian, Avars, and a few other minor ones. The weird thing is that these languages are not even related to eachother and are unrelated to any other family language in the world. Georgian sounds like hebrew a bit to my ears. Chechen sounds like Turkish and Arabic to my ears.
Circassian and Avar are super weird and sound like a drunk Turk trying to speak Persian.
There is a theory out there according to which Basque is related to Caucasian languages. A further theory is that these are all pre-Indoeuropean languages that come from Mesopotamia, way before the Indo Europeans took over Yurrp around 5000 to 3000 bc.

I also read that Shevchenko is one of the most common Ukrainian names, and that she is of Ukrainian descent and her family fled to Kyrgyztan to escape Stalin.

Haven't heard the story about her family fleeing Stalin, but I wouldn't be surprised at all if that was the case.

Shevchenko is extremely common, and two super famous Ukrainians have the name, a poet named Taras and a recently retired soccer player (maybe their best player ever?) Andriy.
 
My ex fiance is a natural Blonde, and is ethnically Russian.. though she grew up in Kyrgyzstan throughout her youth. There are many that are Asian looking in that area too.
