I think Shavkat is too aggressive for Belal and his potential biggest weakness (Shavkat getting a little reckless on the defensive side) wouldn't really be exploited due to Belal not having much KO power.

Tl;Dr I'd pick shavkat over Belal.
As for JDM I need to think about it some more.

It's Shavkat's fault we now have some carny coming off a 14-month layoff as the WW champ. Whether Shavkat would have beaten Belal or not is besides the point, that's the fight that should have happened but he had to go and get himself injured, now WW is a clusterfuck.

I think Belal beats Shavkat tbh. I think Belal beats all these guys and could beat JDM with a better gameplan though it seems like JDM might have his number. I dont think Islam has a shot VS. JDM. Hes gonna get wrecked. Terrible idea.

I don't think Shavkat can sub him but he is good enough off his back to stay on his back. Shavkat has some losses and he is fighting off his back on the ground. I don't think Shavkat's wrestling is all that.

People get wrapped up how good Belal looked vs Leon compared to Shavkat vs Garry, but I think a healthy Shavkat is going to be a different animal. Can't judge based off a bad performance and night. Garry probably won't let anyone look good.
