You could make the argument that he is. I wouldn't count Rory since he's not in the UFC and Woodley and Wonderboy aren't very well rounded at all imo.

Good at distance, excellent in the pocket, excellent in the clinch, very good takedowns, very good top control, solid submission game, great sub D, good at getting back to his feet, great cardio, good power not great, durability was a question early in his career but he seems very durable at 170 without the weight cut. Heck Ferg couldn't finish him & somehow Eddie wasn't able to sleep him with a 178-hooks combo.

If Woodley doesn't sleep him in round 1, he is in big trouble. No way he can match RDA's ridiculous pace.

Why do you question Woodley’s cardio?
He’s got plenty of 5 rounders under his belt.

I'd say it's between him and the Red King (stupidest nickname on the planet btw) Woodley's submission game is lacking and Wonderboy's overall grappling is weak for them to be in consideration.
