Is Rampage Jackson one of the best MMA Boxers of all time?

His hands were great
But
His footwork sucked and he fell in love with just ripping hooks with no set up.
If he constantly stuck behind his jab and wasn’t so lazy in training he probably could’ve been in the discussion but he has too many holes to be one of the great boxers.

No. For evidence, watch his back-and-forth, very competitive war with Hendo for the LHW belt, then watch Anderson Silva absolutely dismantle the same Hendo in the striking department less than a year later for the MW belt. Or compare Anderson and Rampage vs. Forrest. Rampage hit very hard, had a great chin and was a good (not amazing) MA boxer. He also swung and missed a lot. I think he did more damage to the air around him than anyone except late-stage Roy Nelson.

For MMA boxing he was very effective. Glover sort of beat him as his own game in their fight but it could be Glover wore him down with the wrestling too.
Rampage was one of those guys that I thought was never that good in terms of skillset but he was really good at being effective. His wrestling isn't that great and his groundwork isn't that great. He started out as a MT/KB guy but he doesn't seem to know what to do about legkicks. He is effective as hell. He doesn't get the respect because he sort of let himself go and show up for paychecks now.

James Toney and Ray Mercer were a bit better

C'mon now. I'm sure TS meant fighters who weren't established boxers who crossed over.

Having said that, Rampage was great with his hands, especially when he was with Ibarra. He just never tried improving other aspects of his game because he didn't seem to care after a while.

I know. Only joking.
I'd actually put Aleksander Emelianenko up there.
He had great speed for a big guy and really accurate in his prime.

Good call. His only "footwork" was "plodding forward".
