Werdum is up there.

The only other one I can think of who's in the same caliber is Cormier.

Davis himself though lacks that killer instinct and resume to really be 'one of the best' in this regard.

I'd say that Werdum and Glover are higher up on that scale than Davis is..

ETA: if only just barely
 
Glover is one of the most overhyped fighters in UFC. He has nothing to offer against Jon Jones and he's gonna get crushed.

Werdum has no shot at the title IMO, he got crushed by a young JDS who i believe is way better now and theres no way he beats Cain
 
Glover has zero wins against the current top 10.

Davis has wins against Machida, Gus and Nog.

The UFC's top ten?
I know it's a personal thing, but I don't think lil Nog belongs in the top-10 (and his presence there is a sign of the division's weakness rather than his own strength), and Machida (a fight many think Davis lost) has just dropped to MW.
The Gus victory was three years, and 8 fights ago.

I can see the argument, but even so, in-cage performance should (in my opinion) be taken into consideration.
Glover's looked better than Davis has, and is riding a crazy win-streak.
Davis' last five are less impressive than Glover's.

Werdum has beaten two of the top-10 (one of whom was the last title contender) in his previous 5, as well as having taken out the former HW #1 in that span. His loss to Alistair Overeem was hardly the thrashing that Rashad gave Davis.

ETA: I won't argue the Glover point too much, because his competition hasn't been the strongest, even though Davis has look pretty awful in most recent outings, but I don't think that Werdum can be placed lower than Phil, based on recent history.

but still Lamas beat Swanson, Hioki and Koch all in a row

Swanson beat Oliviera, Poirier and Siver

DC beat Barnett, Bigfoot and Mir

Grant I guess only really beat Maynard
