She can if she really wanted to. She's been fighting smaller fighters and cans all her life. She doesn't want to give up that advantage, she wants to avoid a fair fight. All she has to do is lose some muscles.

It's a lot of extra weight to cut. I could be wrong but I also don't believe she has ever fought at 140lbs yet. She may have trouble even making the catchweight. A quick google search of her weigh in photos seems to indicate shes pretty lean even at 145. If she can't make it I say she fights the winner of Edgar v Aldo for the interim title.
