Irish people, how is celebrity sexual assault prosecuted in Ireland?

Maybe I'm the only one perplexed but I can't get my head around it taking this long to either charge or drop a case like this. Forget Conor for a moment and think this is some random civilian.

We all know that this is a pretty gruesome allegation in its detail. Brought on at least somewhat by living a crazy lifestyle. This person is allowed to continue going on crazy benders without repercussions. Isn't this person a very real risk to other people, particularly women? What if something happened to another woman?

There was also some reports that he initially went to the station before the victim had even made a statement... And clearly he was involved because he was claiming that it was consensual.
