Increased Muscularity vs. Punching Speed

There has been a lot made of fighters getting slower when they got too muscular. When Vitor was at his absolute fastest punching speed I'd say it was his first few UFC appearances when he was 19 and 20 years old.. The first time he was noticeably significantly slower was when he fought Randy Couture the first time. He was able to mount one of his amazing flurries of punching speed in that fight. There is a lot of speculation Belfort may have been on the gear vs. Couture in their first fight. So in his first few fights, the ones when he was 19 and 20 years old, was he probably natural?
 
Young Belfort has the fastest hand speed i have ever seen, I don't think he has ever been clean though.

It depends when the picture was taken. I'm talking about Vitor having fastest hands in UFC 12 and UFC 13. In UFC 15 vs. Couture, he was almost recognizable as a fighter because of the way he fought and how much slower his hands were. If I recall, he weighed in at UFC 15 about 20 pounds heavier than in UFC 12 or 13. What is the date or the fight card from when the above picture was taken?
 
I'm still in awe of Belfort's speed/power when he KO'd Wanderlei in 44 seconds. Legit Roy Jones level speed in a jacked 230 lb frame.

No, in that fight with fighters were 199 pounds, visibly smaller than he was one year earlier in his fight that he lost to Randy Couture.
