It has nothing to do with the Portuguese colonization. The culture has become very corrupt since the mid 1980s. Right about the time the dictatorship ended. Large movement of the poor, and uneducated, population from the Northeast to the large cities of Brazil in the South (Sao Paulo and Rio de Janeiro). It was a great country during the 1970s, 60s, and 50s. It is a 'shithole' today. Riddled with crime and corruption.
