Yushin Okami has many similarities to Jon Fitch. He's not really an "exciting" fighter in the traditional sense, and also like Fitch, the UFC didn't want to give him a title shot.
They don't let Okami fight all that often and it doesn't seem like the UFC really want to promote Okami or want him on the roster.
Is the UFC giving Okami a fight with Lombard in the hopes that Lombard will KO him dramatically and then they can cut him afterwards?
Maybe I'm just being paranoid, after all, the UFC repeatedly told us in the lead up to Okami vs Silva that Okami was "the best fighter to ever come out of Japan", and they wouldn't really cut "the best fighter to ever come out of Japan", would they?
