If the UFC stripped Jones.. would he still be the #1 LHW?

Scenario:

Jones is pissed out about this Ngannou situation. He decides to just sit out until 2021. The UFC strips him. They make Jan Blachowicz vs Glover Teixeira for the belt. Jan or Glover become the new UFC LHW champ.

In that situation, who would be the #1 ranked LHW on publications like sherdog? Jan/ Glover? Or Jon Jones?
 
Why should he? He already has had two defeats in his last two fights against a one legged middleweight and a high school “athlete”. Despite judges gifting him.
 
He would but it wouldn't be definitive. The idea that he has nothing to prove after his last 2 fights is ludicrous especially with all the PED controversies that preceded them.
It would leave the argument open that he priced himself out of taking risks
 
They most likely make an interim 1st.

I think Jones has surpassed the belt. Jones means more than the championship belt now, easily. Jones would still be #1.
