Did people forget that Jesse Taylor basically did the same thing Conor did and was still allowed to fight in the UFC? Sure, he lost his spot in the TUF finale, but after apologizing to Dana, he was given a fight just one month after going on a drunken rampage through a hotel while screaming about being a UFC fighter. He was only cut after he lost that fight.

Add to that Conor is the only non pro wrestler they have left who is a big draw. If he leaves, their only major draws are CM Punk and (if he returns) Lesnar.

If Conor never fights again, that is his choice not Dana's and not the UFC's.

Where Jesse would screw up his chance...come back later to win the ultimate fighter redemption...

Jesse's making a huge check in the process while getting to travel and explore oversees while making money fighting cans

Dana gets to tell a beautiful redemption story and boost saggings TUF ratings
