Any South Koreans wanna share what the local perspective on this incident is?
Cliffs: South Korean government in the 80s before the Olympics, rounded up alot of "vagrants" (mostly disables, lost children, dissidents), put them basically into concentration camps where they were used as slave labour, raped, murdered all whilst receiving government funding. When it was finally busted wide open, prosecutor was blocked at every turn by government officials that even the President at the time requested the owner of the facilities was not prosecuted (he got 2 and a half years). Some fucked up shit.
