No it's not...
It doesn't translate well into fighting at all, it does exactly what OP suggested.
Strength and Conditioning, not Technique.
The term "heavybag" is a bit to vague to consider as a single tool
All bags have their strong and weak features
Whats absolutely clear is that sparring is best
..padwork is next
and "heavybag" work is the smart way to train without a partner
Everything else is just a wharmup
Everybody's trying to upsell some fake secret to fight training
