How Was Everyone Confused About the Downed Opponent Rule?

    Even Joe Rogan was confused, like wtf? This was not the first time someone with a knee on the ground got kneed to the head. That was really weird.

    I thought it was clearly illegal as he was a downed fighter, then the commission got involved and made it all confusing
