Via the H2B Visa Sector which means thru a company employer and all most all American companies have the right to use this for temporary work when workers are needed real fast for example a construction or something like that but the question is how many foreign construction workers can one employer hire for example a large construction building

They already do, I work with a lot of South Americans mainly from Brazil and also Mexicans. It's just Hawaii is booming with projects as of late that workers are hard to find. I work with one of Shoguns childhood friends.
