He promised to make Mexico pay for it, they are absolutely contributing to it (by placing their military on the border, enforcing immigration law, etc), in fact, their actions are literally more important than a wall. Not only these two facts, but also he’s gone above and beyond what he promised by making substantial changes to immigration policy.
