This is new ground that the UFC is treading on but I believe the first fight between Nate and Conor broke new ground as far as money is concerned, so if it makes money it makes sense. Do you think this is the fight Nate wants as far as martial arts competition goes? No but he's realized that it's a business so he'll take this fight, it's money, notoriety and move on to competition that stokes his fire as a martial artist. If the UFC thinks this is the fight that sells the most, then they should do it. If they're playing favorites with Conor, that's messed up but business usually is.
