By audit they don't mean an audit. That the FED already gets. They want Congressional oversight over the FEDs monetary policy moves. It's a fucking terrible idea as the entire idea behind the FED controlling monetary policy is so that politicians with short term political goals don't dumb shit for short term benefit with long term big consequences. There's alot of economic research on exactly that occuring when politicians are given oversight or control of that process.
Both these bills are comically bad.
