Movies Help me find this weird movie from the 80s/early 90s

So I saw this action movie when I was a kid (which is probably contributes to why I am how I am now), which had the main character who was an Asian guy, the villain was buff, blonde, white guy.

All I can remember is that the white guy had some sort of Oedipus complex and was in love with his mother (sexually) and he would chop off his finger and send them to her as a gift and say "for you mother!"

This movie was one of those 80s/90s Steven Seagal type action flicks.
